London's long-awaited Crossrail scheme was thrown into fresh doubt asKenneth Clarke raised a question mark over its funding package.
The shadow business secretary said a go-ahead could not be given by the Tories until they are in power and went over the Treasury books.
He said: “When he takes office, [shadow chancellor] George Osborne is going to have to look at the full range of financial commitments that have been entered into by the Government.
"I think the party is favourably disposed towards Crossrail but I can't say how and when we can firmly commit to the pubic sector contribution.”
Mr Clarke's verdict will dismay business leaders clamouring for the delayed £16 billion east-west rail link.
Tory leader David Cameron, however, has signalled strong support for the project which is regarded as essential to Boris Johnson's re-election. But he said that nobody outside the Treasury yet knows the scale of liabilities left over from Labour's giant private finance schemes.
He added: “If I were George [Osborne] I would keep my powder dry. It's silly in an election campaign to commit to expenses until you know if you can afford it.”

A bit late for the Conservatives to question Crossrail. The block of fine old buildings at the southwest corner of Tottenham Court Road and Oxford St. has already been demolished. (I'm surprised that Labour hasn't by now sent the bulldozers into the village in the way of the third runway at Heathrow.)

The Conservatives always make big noises on issues that they know they will have no power to change - such as the Lisbon Treaty, Crossrail, Heathrow expansion, probably ID cards too. All 'done-deals'.

Look around and you will see Crossrail is BEING BUILT right now and if the Tories think they can cancel it now then we need to know how many millions would be wasted in compensation payments to those who have contracts already.

in fact cancel Crossrail and you can say goodbut to private funding of anything because their will always be uncertainty that a government will stop a project. This will mean all government capital spending will have to come from the taxpayer so its back to schools with leaking roofs given the way the tories "failed to mend roofs for when the sun was not shining!".

No Crossrail and London will loose business to EUROPE where they dont suffer from dogma driven politicians who live in a fantasy world.

Real question for Londoners is would Mayor Boris resign or just roll over like Cutler did when the fleet line was cancelled by the Heath Government?

We have also been pointing out with daily evidential update and illustration for over six years now that the existing transport infrastructure in London was not up to standard and that without addressing the upgrade, maintenance needs in that infrastructure, the economic priorities of the travelling London public could not be begun to be addressed. And that is the crux. Nobody who ignored that could be even included in a list of possible representatives of the people of London let alone of the uk we have pointed out with regular evidential illustrations that the touts in office of the big business agenda scam Crossrail were lying against other regions of the uk when they said that ‘lundun’ was funding the rest of the uk. We have been showing that the touts did the lying to undermine the genuine transport needs of the regions. They did do that to overstress the importance of big biz agenda scam Crossrail. Will UK Dave Cameron distance himself from all of that touting for Crossrail and will he speak out for the LONG NEGLECTED and long ignored and the long distorted [by the ‘London-OTT-mythology’-centric lying touts of Big Business] economic and the transport economic needs of the various regions of the UK in the context of this analysis? Does UK D Cameron have what it takes to tell the latest Big Business lying scam HS lobby to get lost? Is UK D Cameron a prisoner of Big Biz policy dictating lobby or is he a democratic representative of objectively active opinion in ain intellectually autonomous independently sovereign UK? Can Cameron tell the difference between the Liesmen of the Lehman Brothers, their stooged and colluding Bib Biz serving SLEAZEball law firm LINKLATERS and their sorts and the genuinely independent sources of legal and constitutional and democratic opinion, advice and insight in and for the UK? Is Cameron putting Sam On [we have devised a phrase there as a diagnostic device to detect the depth of Cameron’s moral destitution here] the parade for a substantive political purpose of conveying a truth? Or is he doing so because he lacks any substance of a morally forceful political message to put across instead of indulging in the de facto exchange of gloating assertions around a trophy wife in the run up to a vulgarised formal election? We have also said that the adventure would cost the ordinary public disproportionate sums of money. That it was a diversionary from the actual day-to-day needs and services that were failing to be delivered.     That the OTT-hyped 2012 Games Hosting in the name of London was nothing whatever to do with the ordinary lives, the ordinary needs, the ordinary ‘aspirations’ [there IS a word! My my my! There is even a word called ‘aspiration’ emanating from the ‘inner city’ ‘most deprived borough in the country’] of the ordinary people who live in and battle in the East End of London. Battle for rights that are most of the times beyond our reach. Due to individual and institutional ignorance, obduracy and corruption by and via and in then name of the ‘elected local councils’ and their likes. Like the regional London Assembly and the hocus pocus representatives on it in the name of the area that includes the London Borough of Tower Hamlets. And in Parliament. And in the actual departments of Government that are forever allocating funds to sets of corrupt individual and outfits in the name of regeneration in the ‘deprived’ areas. We shall examine the latest evidence of those degeneration funding in a series of updater commentary in the very near future. . That the 2012 Games Hosting stunt was part and parcel of the Big Biz touting stooging role played by the likes of the fake progressive Ken Livingstone. That in the period since that particular evidential and ethical, moral, democratic disengagement between Khoodeelaar! and the likes of the time-servers on the ‘local’ ‘elected’ Tower Hamlets Council, NEW evidence has come to light reinforcing our thesis, our diagnosis and our conclusion. That like the wasteful Crossrail, the 2012 games Hosting is an economic irrelevance to the ordinary people and our lives in the East End of London. And that is a kind statement. Kate Hoey loves her football. A founder member of the London Northern Ireland supporters' club, the 63-year-old Labour MP for Vauxhall has spent a lifetime working in and around the national game.
She was employed as an educational advisor by Arsenal for four years before entering Parliament in 1985 and has also worked at Chelsea, Tottenham, Queens Park Rangers and Brentford.
And yet football has inflicted the most grievous wounds on Hoey during her political career. In 1995, after Arsenal boss George Graham was found to have taken a £425,000 bung from agent Rune Hauge following the acquisition of John Jensen and Pal Lydersen, Hoey incurred the wrath of the game by initiating a debate in the House of Commons.
“I introduced a 10-minute rule bill to set up an independent football compliance authority,” she tells me. “Football laughed it out of court. Now bungs are back in the news and many people are articulating my views.”
In her brief, but remarkable two-year tenure as sports minister, football was always an issue.
The day she was appointed in 1999 the Football Association announced Manchester United would be allowed to withdraw from the FA Cup to play in the FIFA World Club Championship — a strategy designed to help England win the right to stage the 2006 World Cup.
She adds: “I was told by Alistair Campbell [Tony Blair's director of communications and strategy] not to say anything about it. Then I was told by Anji Hunter [director of government relations] that I must say something.
“Two people in Downing Street saying two different things. So I told BBC Radio 5Live it was a pity Manchester United have been allowed to opt out of the oldest cup competition.
“The Mirror newspaper made me a heroine but The Sun said I should be sacked. Downing Street was in awe of football. People like Alistair were obsessed by it. Football could do no wrong. Officials would get access to the Prime Minister easily. My protests that special favours should not be given to football were not liked. I was seen as part of the awkward squad.
“They did not see sport as other than a great opportunity for a photo call, Tony heading the ball in a training session at Newcastle United. No real understanding of the importance of sport, the role that sport can play in saving money in health, cutting crime.”
Now football is causing another headache as Hoey wrestles with her role as sports commissioner charged with delivering London's grass-roots 2012 legacy for Mayor Boris Johnson.
The head of the Government's legacy company, Baroness Margaret Ford, is talking to West Ham about taking over the tenancy of the Olympic Stadium and Hoey, who has no control over what happens to the arena, has some advice.
“I will be opposed to the stadium just being handed over to a football club,” she insists. “I'm very happy for West Ham, or even better for Leyton Orient to be there. But I would like to have local community use of the stadium. Football stadiums are busier on non-match days in Europe. During the day nothing happens at Wembley. I'm aware somebody has to keep their eye on football or the public purse will get literally screwed.”
Hoey accepts the concept of legacy was brilliantly articulated by Lord Coe in Singapore, when London beat Paris, but her doubts centre on the failure properly to define the term.
“I think there has been a government failure on legacy,” she says. “They have not said what they mean. Some people within government have taken their eye of the ball because they are concentrating on the Olympic Park and have forgotten the promises made in Singapore.”
Hoey then reveals that Coe now wishes he had never made such a big issue about what followed the Games.
“Two years ago I spoke to Seb about legacy. He said, Kate, I wish I had never used the word legacy'.”
Hoey's doubts about that issue were confirmed in December when the Office for Government Commerce presented ministers with a secret report. The contents, which have since been revealed by me in the Standard, warned ministers there is “a natural level of concern and perception that little is being done and that the legacy is at risk”.
The only legacy document singled out for praise by the officials was the one prepared by Hoey's team called A Sporting Future for London. This document, backed by £30million investment is, says Hoey, meant to bring coherence to the fragmented landscape of the capital's sport.
“London has too many organisations, too many agendas,” she says. “Every one of London's 33 boroughs does different things. For the first time, we are trying to get joined-up sports organisations. By the end of 2012 we shall see a step change, more accessible facilities, a lot more people involved in coaching and facilitating others to get involved.
“The Olympics may be going on in east London but what about kids living on a Dollis Hill estate or Mrs Bloggs and her family in Kingston? We are trying to make a difference to them all.”
But will the Olympic Park be used 90 per cent of the time for the community after 2012 as Johnson has said? Hoey accepts that is a wish, not a promise.
“I cannot guarantee that London's Olympic Park will not become like Athens [mothballed and hardly used]. The Park is not my responsibility.”
What she can influence is how much money is spent on the 2012 Olympics in what are financially tough times.
During our hour-long working lunch in her House of Commons office there is only half a ham sandwich on the table to eat. It is an appropriately frugal meal in keeping with the Olympic message from Johnson's office.
“Boris has made it very clear that we do not want an extravagant Games. Yes, extravagant sporting venues, the best training facilities for the athletes and the best Olympic Village, but the special privileges of a huge number of officials should be limited.”
As sports minister Hoey was part of the “Olympic family” during the 2000 Sydney Games and the memory of the extravagance she herself enjoyed still appals her.
“I am against the way I was treated in Sydney. We went everywhere in chauffeur-driven cars. We are talking of a large number of people who come to the Olympics: sport ministers from all the countries, many heads of state and prime ministers. Then you have members of the national Olympic committees and of the international sports federations.”
If pushed she would allow “chauffer-driven cars” but not Olympic lanes. She adds: “Olympic lanes would disrupt the average Londoner's movement and will not be welcome. Officials could take taxis to Kings Cross and then public transport to Stratford.”
On this matter Hoey is in direct conflict with Craig Reedie, the British member on the IOC executive board, who believes the lanes are a must.
He said Londoners must be prepared to put up with a bit of disruption for the smooth running of the Games but Hoey says: “The IOC act as if they are a mini government, a Vatican of sport. The IOC now has status at the United Nations. Why? The time has come for a host city like ours to challenge them.
“This should be about athletes and Olympic ideals. We should not behave as if we were a branch office following orders from the IOC's Lausanne head office. We've got the Olympics, everything is running well ahead of schedule, there is no way the IOC can take the Olympics away from London.”
Another area on which Hoey wants London to stand up to the IOC is the opening ceremony.
“No Londoner wants huge money spent. Other countries may use the opening ceremony to tell their nation's story but everyone knows our history. An opening ceremony that lasts five hours, all that razzmatazz and millions of pounds spent on fireworks, that is really, really silly.”
Hoey was sceptical about London bidding for the Games but is now anxious they make a difference to the city she loves. She says: “The genuine concern I have is: will there be genuine legacy?
“No Olympic city has ever delivered a sustained legacy. We could end up in London with fewer swimming pools for example after the Olympics than before. That will be a disaster. That could happen because local authorities are so badly funded and cannot maintain these facilities.”
While she has hopes the Games can make a long-term difference to London, Hoey has doubts about other parts of Britain.
“The rest of the country was also promised legacy and I have no idea what is happening,” she says. “The Government has not translated what was said in Singapore in a tangible way right around the country. Unless things change I fear a backlash.”

The people who drew attention to G Brown’s misleading utterances included some of the UK’s very authentic, the very own supporters and members of the Big Business, Military Industrial Complex CLUB. The generals! Not surprising then that the Big Business propaganda outlet, the multiplexed BBC gave due and sustained coverage to the generals’ gestures generating huge hot air and little truth. For they all belong to the same club and they play to indulge their own cravings. The little matter of the burden on ordinary people is not in their frame of mind. Framed mind. Framed in accordance with the fraudulent fantasies fabricated by the conceivers of the Big Business scam. So it was that G Brown found no difficulty in letting Chilcot know that money had never been a problem as far as the UK Blaired participation in the occupation of Iraq went. So in a single day’s sitting before the Chilcot charade that Brown had himself confected and brought into being, he did away with millions of questions. And nobody really was anywhere near his entrance or exit from the faked theatre of interrogation to interrogate him over his role in the multiplicity of crimes, outrages, offences and allegations.  Against the evidential background of all this: is it any wonder that on Friday, the same day that saw Brown’s staged appearance before Chilcot, the ‘progressive’ tout for Big Business scam, Ken Livingstone was on hand at a state-approved address in the Whitechapel Road, opposite the Road’s junction with the Greatorex  Street [off the Hanbury Street in turn off Brick Lane] in  London E1 to signal to the very G Brown that he, Big Biz-agenda backer K Livingstone, was still doing HIS bits for their masters as he let drop a list of big infrastructure projects that must be kept being publicly funded to counter the UK Tory electoral threat facing G Brown and his Blaired entourage desperate to get re-issued with their licence to trade as lobbyists for various MIC interests as they disguise themselves as elected [Ooops! re-elected] MPs….And their anxiety to resume their bit parts as they huddle in selected rooms 'legitimised' as select committee locations where they can give rubber stamps on the new lots of Big Biz scams contained as ‘parliamentary Bill’s… 


Just as the ‘Crossrail Bill’ was embraced by Alan Meale and his co-stooges in Parliament [2005-2008]

People pay for the abuses of powers that may be available to touts who peddle the agenda of Big Business Military Industrial Complex. Ken Livingstone, who made ‘friends’ with Gerald Ronson and his likes from the culture `and the environment of London’s OTT-hyped ‘Square Mile’ the still misleadingly called ‘the City of London’, did that too. Livingstone, whilst in office of ‘mayor’ in the name of the people of London, took money from Ronson a few years ago. Then he claimed to have forgotten all about that money. Until, years later, the Murdoch-owned Sunday Times INSIGHT team found evidence of the money transfer! Livingstone very reluctantly admitted that cash receipt. And then went on to put the blame on someone else [who in turn and conveniently was NOT named by Ken Livingstone or by his coterie of publicists at the time] in his re-election campaign. That shows that even Livingstone knew that he should never have sought the cash from the likes of Gerald Ronson. That was also historically and in the context of the published archives of media reports about him in the UK, a rare example of Ken Livingstone being caught out. For in his opportunistic and often egotistic, undemocratic and questionable ‘career’ posing as a progressive, Ken Livingstone has been the subject of accurately perceived criticisms over a wide range of abuses of his powers in the name of the ‘democratic electorate of London’ but he has escaped the actual accountability of being caught red-handed with say cash in his hand. Except on this one occasion. Cash was involved. And the cash could not have come from a more unacceptable cultural, not to speak dubious political source. Other touts of Big Business don’t behave differently. But they never volunteer information far less confessions to the abuses they do commit and perpetrate. They have to be investigated. They have to be found out and caught out. They have to be exposed. That is the only way that little people can avoid being misrepresented, violated by the touts in place occupying the positions of power in the name of the little people. Crossrail has been touted for by all placemen and place women. They defer to Big Business. The touts defer to the agenda of Big Business. They utter like parrots the scripts written and handed to them by other touts and agents of Biog Business. In London in the past ten years, there has been no other caser other than the smaller scaled 2012 Games Hosting one than the Crossrail scam. No reason is ever given for the secret society like promotion of it. And even when the peddlers and the touts are exposed, criticised for their lack of competence and relevance over other decisions they make, they are treated as SAGES when they repeat the mantra written for them by the secret forces behind the agenda for Big Business Crossrail. Just how this is being perpetrated is witnessed in Tower Hamlets. It is clear that after their initial failures – when the Reichmann adventure [arriving in Tower Hamlets via North American de tours] failed to produce the necessary legitimising focus for the Right to congregate on the former Isle of Dogs, they have been allowed by Blair to do so and they are now taking over the huge chunk of the East End of London under one guise or another. Not least by imposing one high tower after another…And Crossrail, is a tool that is being used to derive the assault on the economy and on then environment of the East End of London. So we've been wondering in the office if this means he will step back from using his planning powers to force Tower Hamlets to reconsider its decision to reject Commercial Estates Group's 63-storey Columbus Tower in Canary Wharf, E14. Johnson called in the decision last week because it "would deliver a significant contribution to Crossrail". EGi subscribers can read last week's story here. Well, it certainly one way to decide tomorrow's skyline.
