Relations between Boris Johnson and David Cameron were tonight reported to have reached 'breaking point' after the Tory leader blocked his plans for the next election manifesto.

London Mayor Mr Johnson has been pushing for the Conservatives to back plans for London's Crossrail project, a Thames estuary airport and enhanced mayoral powers.

But Mr Cameron and Shadow Chancellor George Osborne are reported to have made the £16billion cross-London rail scheme a possible savings target.

But Mr Johnson fears they will now delay the project if they win power at the next General Election.

His spokesman said: 'There is a wide consensus around the  huge importance of the Crossrail project to the London and UK economy, and construction has already begun.'

The Tory high command have also poured cold water on Mr Johnson's plans for a new airport in the Thames Estuary.

Mr Johnson aims to replace Heathrow as the UK's main airport with up to six runways on a man-made island - dubbed Boris Island - two miles off Sheerness in Kent.

But senior Conservatives fear that Mr Johnson's Thames Estuary plans could put off Tory voters in the area. 

The plan has been dismissed as unworkable by environmentalists and Kent residents. There are also questions over whether the Mayor has the jurisdiction to develop such a project outside the capital. 

It is not the first time that Mr Johnson and Mr Cameron have crossed swords.

Since seizing control of City Hall last year, Mr Johnson has effectively been the Conservatives' most powerful elected politician.

But he has repeatedly put himself at odds with Tory leader David Cameron over party policy – prompting concerns that he is a ‘loose cannon’.

Mr Johnson contradicted shadow chancellor George Osborne by saying the Tories should commit themselves to abolishing the 50p upper rate of income tax for high earners proposed by Alistair Darling in the Budget.

The Mayor has also dismissed Mr Cameron's claims that Britain has become a 'broken society' and he has backed the return of grammar schools - a policy ruled out by the Tory leader.

Writing in his newspaper column earlier this year, Mr Johnson said: 'If you believe the politicians, we have a broken society...What piffle that is.'

Earlier this year, Mr Johnson suggested he would be prepared to stand for the Tory leadership in the future saying: "'Nothing is excluded.'

The recession has forced the Government to borrow more than £5,000 a second to pay for public services, "atrocious" official figures revealed today.

The Chancellor was lent £13billion in June - the highest ever for the month - bringing his borrowing for the financial year so far to £41.2billion, more than the defence budget.

That makes 2009/10 the fourth worst year in history for Government borrowing, even though it is only three months old. Borrowing to date has only been exceeded in an entire 12 months by last year, and the three years in 1992 to 1995.

The growing black hole - which Alistair Darling has forecast will hit £175billion this year - is being widened by falling tax revenues and the need to pay benefits to the growing ranks of unemployed.

The June figures came the day after public auditors identified the worst slump in the Government's tax take since the Twenties and refused to sign off six sets of national accounts.

The figures show company tax receipts are down 14 cent on last year, while VAT revenues are 16 per cent lower.

Public spending in June rose by £1.2billion to £44.9billion with the cost of social security up almost 10 per cent at £13.3billion. The strain would have been even worse if it were not for a dramatically reduced interest bill of just £600million on the national debt.

Total outstanding Government debt now stands at just under £800billion - or 56.6 per cent of GDP.

The only glimmer of hope was that the figures were slightly less dire than most City forecasts, although many economists still believe borrowing will breach £200billion this year.

Vicky Redwood, UK economist at forecasters Capital Economics, said: "June's UK public finances figures are a touch better than expected, but do absolutely nothing to alter the big picture that they are in a dreadful state. We still expect a [public debt] figure of around £200billion or even higher."

David Buik, of City brokers BGC Partners, said: "One shudders to think who is going to pay for this. My grandchildren will almost certainly be ticking like a meter because of Gordon Brown's profligacy."

The frantic borrowing and a new poll showing strong support for cuts mean deep public spending reductions after the next election are inevitable.

An opinion survey found four out of five voters believe significant spending cuts will happen whoever wins the election.

A third believed cuts were the right policy to rebalance public finances, while two-fifths said there should be a combination of cuts and tax increases. Only one in five believed that taxes should be increased to curb the need to borrow.

Today's Populus poll in the Times delivered a major blow to Gordon Brown's election strategy of offering a choice between higher spending under Labour, with public service cuts under David Cameron.

In answer to your question Roz, yes, they do. Its a fact that Labour governments and I use that term in its loosest sense, always leave office with debt and unemployment higher than when they enter office. Sadly the electorate have the attention span of an insect and always forget this after a few years of Tory power and vote the idiots back in again. So we get the government we deserve I guess.

KHOODEELAAR! had advised Hazel Blears on 5 May 2009 not to squander the political asset she had hinted at possessing when she had pointed out the crassness of Crossrail. But Hazel being a self-confessed NUTS [see her endless self-promotional confetti], could not keep still. She has since our advice to her, squandered it by indulging in a whole lot of self-destructive antics that ended up creating a hole in her prospects. Now, Hazel has years of work to recover from the hole she got herself into…

While Hazel does the spade work that she evidently has to do in Salford in Greater Manchester, England] and beyond, we have to look at the other holes that the others have dug themselves into. We again ask Boris Johnson in London to show ANY evidence that justifies any of his abusing behaviour. 

What do we mean by ‘abusing behaviour’? We mean his behaviour that abuses the powers that Tony Blair gave to the occupant in the post Boris Johnson occupies in the name of and at the expense of the people of London. 

And Boris Johnson cannot have failed to notice – or he can have, which is a possibility – the call coming from the ‘London councils’ asking him to drop the Section 106 penalising charge that he has got to impose on those who wish to building structures in London. The problem is that a significant part of the penalised are ‘natural’ supporters of the political gang that Boris Johnson belongs to. 

Can Boris Johnson afford to upset them? And is there any doubt that this crass penalty will not be tolerated by those ‘natural supporters’? The fact that David Cameron allowed the current transport spokeswoman for the Conservatives in the UK House of Commons to INCLUDE Crossrail in the list of UNWANTED items when she led her brief against the Section 106 charge powers to be applicable to raise funds for London Crassrail from developers leaves no doubt that Crassrail is being treated by David Cameron as crass. 

Not that Cameron has the same ‘reasons’ as he should have, objectively speaking, for doing the opposing. Nevertheless, the fact that he has gone on the parliamentary record as being opposed to Crossrail amounts to a No to Crossrail. Which ADDS to the argument that Boris Johnson has LOST a significant part of his claim that Crossrail is vital. If it is so vital then Cameron is a fool. And if Cameron is a fool then Boris Johnson should say so out loud and in public.... 

And if he won’t say so then HE TOO is a fool. Or he is a political coward. Which means that he hasn’t got the political backing  that is, will be        necessary        for Crossrail. Which amounts to the same thing. That Crossrail is crass. And that it is being treated by the Conservative party as a crass scam…

Boris Johnson should follow Ken Livingstone all the way and stage a de facto resignation from the Conservative ‘political’ whip [as opposed to the parliamentary whip]….

KHOODEELAAR! TELLING Boris Johnson that David Cameron has in effect agreed with our analysis that Crossrail is a crass scam!

CROSSRAIL today faced being delayed after the Conservatives sought to block vital legislation to fund the scheme.

David Cameron led opposition to a new law which would allow £3.5 billion to be raised through a levy on businesses in the capital to help fund the £16 billion cross-London link.

MPs were due to debate the Business Rate Supplements Bill this afternoon.

But the Tories tabled a motion arguing that the legislation should not be given a second reading - which would effectively kill it off.

They instead want a Crossrail specific law which would limit the levy for use on the link, due to open in 2017. They are only against councils across the country being able to bring in levies.

But the Government insisted it had no plans to change the legislation and Transport minister Lord Adonis accused the Conservatives of endangering the project. He said: "Crossrail would not go ahead without business rates supplements which have been agreed with the Mayor of London and are vital to the project."

The 2p extra on business rates to fund Crossrail would be charged from next year. Shadow transport secretary Theresa Villiers said: "Our position on Labour's flawed and unpopular proposals for a raft of new local taxes does not compromise our support for Crossrail."

When major new rail/tram links were built in Paris, they were mainly funded by taxes on major businesses in the city.
These companies benefit hugely from good transport links, so they help fund the project.
The same rules should apply in London, but as usual people want something for nothing. Suggesting that the rail operators should fund Crossrail is nonsense, unless you want unaffordable fares as they attempt to recoup their investment.
This country is self-destructive when it comes to the issue of public transport - just look at how many comments complain about possible improvements.

The cross-river tram and DLR extension projects are being cancelled because all the money for transport is being sucked in the black-hole of Crossrail.

And did you know that the more money that's spent on projects like Crossrail a corresponding percentage is given to Scotland! And who's getting a new tram system? That's right, Edinburgh, where, by an amazing coincidence, our beloved Chancellor happens to be an MP.

You can't "fix" existing rail routes without closing them half the time.
Alternative routes were closed by Beeching, etc.
In any case, modernising an old route is more expensive than building a completely new one.
So more modern new routes have to be built.

Crossrail is no longer needed now bankers at the City and Canary Wharf have nearly all been laid off. Boris should ditch this Ken Livingstone vanity project and put the money into more express roads around London connecting the suburbs.

Perfectly sensible way to raise money for a much-needed project, and if it works in London, why not use the same powers elsewhere? Business benefits from investment wherever it is in the country, after all, so why shouldn't they contribute?

Also, why on earth do so many people seem to use the state of the Tube as an excuse *not* to invest money building things that were needed ten years ago? Frankly baffling, unless these are people who will never, ever see the good in anything.

The Conservative's transport policies are becoming very clear. First of all Boris cancels the much needed Cross River tram. Now Dave is trying to kill off Crossrail.
The message is very clear, if you value public transport, don't vote for Dave or Boris.

So another fiasco like the olympics. If anybody should fund it it should be the train operators, not business without a direct link to transport. The country is in a financial mess as it is without putting more small business to the wall. Certanly there sould be no more levies on those that live the GLA and certanly never any of those that do not have any local authority on a Crossrail route.

If Crossrail cannot be built for the current available funds then there are three options Scrap it, delay it or give the prroject to am EU orgainsation that commits to build to the available funds.

I would like to see Network Rail demonstrate the savings they can make on this project to solve thios problem, if thay can, if not send the project to another organisation in the EU.
