Mayor asks transport secretary to get planning bodies in east and south-east England to seek contributions towards the new train line

Boris Johnson has urged the transport secretary, Geoff Hoon, to make developers outside the capital pay their share towardsLondon's flagship Crossrail project "where appropriate".

The mayor has written to Hoon following a consultation with developers and London boroughs on funding the £16bn train scheme, which will link Maidenhead and Heathrow airport west of the capital with Shenfield and Abbey Wood in the east via a 21.5km (13 miles) of twin-bore tunnels under London.

When the scheme was first sealed with Johnson's predecessor, Ken Livingstone, it was agreed that the cost of the scheme would be split three ways between the government, the mayor, and London businesses, who would gain from the long-term benefits to the economy from the rail link.

Section 106 planning agreements – which allow councils to impose an obligation on a developer as part of granting planning permission – will be applied on new applications for additional office space around the new stations above a 5,000 square foot threshold and will provide £300m for Crossrail.

Other funding includes a Department for Transport grant, Transport for London borrowing against income from future Crossrail farepayers, and the mayor using his powers to introduce a supplementary business rate on companies.

But the fairness of the planning charge only being applied in London has been questioned by businesses and local authorities, who point out that developments outside London along the Crossrail route will also benefit from the new rail link, which is due to be in place in 2017.

The mayor has now written to Hoon asking him to approach the planning bodies in the south-east and east of England with a view to their seeking contributions, "where appropriate", from developments around Crossrail stations beyond the London boundary.

Johnson has also included a new "viability" test for planning policy to negotiate financial contributions from developers in light of the recession.

The mayor, who is a keen proponent of Crossrail, is also considering lowering the levy to business during the first years of the charging scheme.

In a statement issued today, Johnson said: "Crossrail is vital for the future of the capital. It will transform our transport network and ensure London emerges strongly from the current economic downturn.

"I have listened carefully to the views and concerns of developers over contributions to this crucial venture and I am committed to taking a wholly pragmatic approach in future negotiations and will consider every case individually.

"It is important that we now move forward and ensure that those new developments which benefit most from Crossrail can contribute their fare share."

The mayor has repeatedly made the case for funding Crossrail amid fears that a Tory government could tamper with the project in a bid to curb spending on expensive infrastructure projects. The Conservative mayor said it would be inconceivable that this would happen as construction work began last week.

But Philip Hammond, the shadow chief secretary to the Treasury, said in the House of Commons this month that, while Crossrail was a good project, every development needed to be reviewed in light of the country's financial woes to ensure developments delivered the best value for money.

Triumph of Blairism. What is the commodity? Where is it to be found? Certainly not in the East End of London whence Blair has now recruited THREE tokens and tools of propaganda, as if to compensate for the ouster of Oona King from her over-Blaired seat in Bethnal Green and Bow. The Crossrail hole plot has been endorsed by Alan Meale who obstructed evidence being given to the Crossrail Select committee [June 2006] that would have exposed crucial defects and the fundamental flaws in the sham CRASSRAIL project. So how is Blairism seen to those fighting the oppressive Blair schemes down in the East End?

Organiser Muhammad Haque has told the London EVENING STANDARD the following, as the first detailed KHOODEELAAR! comment on the report today by the STANDARD about the exchanges between Yvette Cooper and Phillip Hammond in the UK House of Commons yesterday [Wednesday 6 May 2009] about Crossrail

Your report gives a picture of the two 'main' parties representing dishonesty almost in equal measure. Yvette Cooper, as based on your report above, is being irresponsible and incompetent - in economic and financial terms.. She is peddling the message that Gordon Brown has made into an art form. Like his image of prudence. She has dumped Prudence now. But when he has flaunting prudence, there was no sign that he was faking it all the while. it is vacuous and unproductive in the context of the economy. Phillip Hammond is over-tangled in his own confusions. What BOTH need to say is: what is the evidence for Crossrail. OIf the evidence exists then they should back it. If the evidence does not exist then they should scarp it. KHOODEELAAR! the campaign against Crossrail agenda has been asking the DfT [UK Department for Transport] to provide evidence. There has been none. We began probing the DfT role and the validity of the Crossrail scam YEARS before Rod Eddington was even known to exist in this context. Eddington ADVISED Gordon Brown against Crossrail. This was reported on Channel 4 News in October 2007. The US business publisher Forbes also reported [2006] that Eddington had NOT endorsed Crossrail. Eddington was Gordon Brown’s very specialist investigator! On 19 July 2005, when the UK House of Commons formally approved the ‘instructions’ on the Crossrail Bill with special reference to the remits of the [House of Commons] Crossrail Bill Select Committee, it EFFECTIVELY BANNED the Select Committee from looking too closely or rigorously for evidence! So what on earth is Phillip Hammond basing, as you report, his opinion that Crossrail is a ‘good’ ANYTHING on? It is understandable if Mr Hammond and others in his frame of mind now a days get a little too excited about prospects of power and in that state begin to make nonsensical statements. But it is almost likely that power will bring serious perils of embarrassment to these craven egos unless they behave as the next team with manifest responsibility and honesty and unless they are careful with the exercise of power. Crossrail has NOT been demonstrated as being based on evidence of the UK economy. Crossrail has been a hyped up tool and a pretext for interests other than those who want to improve transport in and around London. UK Treasury Ministers Yevette Cooper and Stephen Timms appeared in the House of commons on Wednesday. It was another finance Bill event. In the course of the appearance, Yvette Cooper exchanged ‘statements’ with her opposition counterpart Phillip Hammond.. Unlike her normal presentation of being a controlled, composed persona, Ms Cooper was in a fighting mode.. Especially as she played what looked like a scripted act, heavily based on her ability to look opposed to Thatcherism..What a contrast that was. To the acts OF Thatcherism that she and her fellow ministers had been implementing in the almost 11 years that had gone by since the brigade took up the crusade for Thatcherism... Yes. That word, Crusade, is intended to be here... Back to Ms Cooper’s dramatic performance..She caused a historic event. Sh made Stephen timms sitting not far from her, actually look as if he was smiling! Not a mean achievement, that. As a diversion. What nobody could even want to smile about is the the behaviour in power that Ns Cooper is party to and part of. What does she know about Crossrail that we don’t? Apparently she was 'berating' Hammond for his failure to give a clear undertaking to BACK Crossrail.. We are challenging Yvette Cooper to substantiate any of her assertions about and for CRASSrail... We shall publish in the next hours the full texts of our challenge to Yvette Cooper being sent to her this afternoon..[

Tories admit Crossrail is on their list for spending ‘reassessment’

Crossrail will be reviewed by the Conservatives, a senior frontbencher has confirmed.

The Evening Standard revealed this week that the £16 billion rail project could be delayed if David Cameron wins power.

Tory sources sought to play down the threat to the cross-London rail scheme and shadow transport secretary Theresa Villiers insisted that it was not “currently” being reviewed.

But shadow chief secretary to the Treasury Philip Hammond yesterday refused to guarantee that Crossrail would escape the Conservative cuts programme.

Labour is desperate to pin down exactly where the Tory axe will fall and Treasury minister Yvette Cooper cornered Mr Hammond in the Commons on Crossrail, urging him to make clear whether his party “supported” the new rail line which will run from Maidenhead and Heathrow in the west, under central London and out to Shenfield and Abbey Wood in the east.

Mr Hammond insisted that the rail scheme, due to open in 2017, was a “good project” which fitted “very well” into his party's agenda of improving rail infrastructure. But he added: “Every single programme, every single project will have to be reassessed and re-evaluated.

“It will have to demonstrate its value for money, it will have to demonstrate its effectiveness in an extraordinary tight fiscal climate created by the disaster that this Government has visited upon this country.”

London Mayor Boris Johnson has said that he has been assured that Crossrail is protected from cutbacks.

However, estimates are circulating about the scale of savings that the next Government will have to make to balance Britain's books after Chancellor Alistair Darling's astronomical borrowing to lessen the impact of the recession.

One report, in The Spectator, suggested that cuts of 10 per cent in the defence, Home Office and education budgets would be needed over the three years after 2011.

Mr Cameron has already admitted that a Tory government could scale down Britain's Trident nuclear deterrent.

CrossRail should be reviewed now. The project seems to have taken a very long time in awarding some very expensive management contracts but has made little real progress during the past 2 years much to the distress of the engineering sector during the current recession.
