KHOODEELAAR! Tells Boris Johnson: You should mean what the hyped reports say you are saying

London Tuesday 25 August 2009:

KHOODEELAAR! Tells Boris Johnson: You should mean what the hyped reports say you are saying... For a long time tout for Big Business, it is exceedingly rare for you to be linked with any criticism of Bechtel, let alone an outright denunciation of it... even the OTT red-hyped faked socialist Ken Livingstone, who has spent 40 years lying and faking all across London, has been unable to condemn Bechtel. So it is a minor moment of history that an arch Right-winger like you should be mentioned as being critical of BECHTEL which typifies the behaviour that all right-wingers will be proud of... robbing the public for private profit.....so we shall be watching your next moves....

Mayor Boris bashes Bechtel

By Grant Prior
Mayor of London Boris Johnson has blasted Tube Lines for delays in improvement work on the Jubilee Line.
Johnson described the delays as "unacceptable" as Transport for London (TfL) published its annual London Underground PPP Report today.
It makes clear TfL's diminishing confidence in the ability of Tube Lines and its key shareholder and contractor Bechtel to deliver the upgrade of the Jubilee line by the contractual date - the end of December this year.
When delivered, the upgrade of the Jubilee line will mean more frequent and reliable Tube services.
But TfL now harbours grave doubts over Tube Lines and Bechtel's ability to deliver by the end of December, based on their current progress.

This is despite TfL agreeing to extra weekend closures of the line, often at great inconvenience to Londoners and many businesses.
TfL is now calling on Tube Lines and Bechtel to undertake an independent review of their programme, in order to give TfL confidence in a clear and credible plan to deliver the upgrade as soon as possible.
Johnson said: "London Underground has been making excellent progress with its programme of improvements.
"But Tube Lines must get its act together if Londoners are to benefit from faster, more frequent and reliable services on the Jubilee line.
"I am hugely frustrated at their progress to date, which is simply unacceptable.
"Tube Lines' hunger for more Jubilee line closures has stretched the patience of Londoners and business almost to breaking point. Before we can consider any more disruption, we must have confidence they will deliver."
LU Managing Director, Richard Parry said: "Overall, Tube performance has continued to improve over the last year, but it is the new trains and signalling systems delivered by the line upgrades that will give us the step-change improvements in frequency and reliability in future.
"We've made good progress towards the Victoria line upgrade with the first new train now in passenger service.
"The new trains for the Circle, District, Metropolitan and Hammersmith & City lines are now on our test-track and the vital new signalling contract is out to tender.
"This makes Tube Lines and Bechtel's lack of progress on the Jubilee line even more disappointing and it is their responsibility to get this vital work completed.
"We have already provided Tube Lines and Bechtel with a number of extra weekend closures over and above that required by the PPP contracts, which has greatly inconvenienced passengers and businesses. But still they seek more.
"Regrettably, we now harbour grave doubts over Tube Lines and Bechtel's ability to deliver the upgrade of the Jubilee line by the end of December, which they are contracted to do.
"It is now vital that they independently review their programme, so they can present us with a clear and credible path to delivery as soon as possible.
"Their reputation hinges upon meeting this commitment to delivery."
LU's PPP Report covers Tube performance under the PPP structure for the financial year 2008/09.
It demonstrates an improved performance for Tube customers on many measures and records good progress by Tube Lines in other areas, such as station renewal and particularly improved reliability on the Northern line.
It also shows improved performance by LU on virtually all performance measures on the former Metronet-maintained lines.
Such performance enabled LU to carry more passengers last year than ever before, over 1.1 billion, and achieve record customer satisfaction.
Key issues highlighted in LU's PPP Annual Report include:
The preservation of the line upgrades alongside the removal of £2.5bn in costs on the former Metronet lines, through the renegotiation of contracts that did not offer best value for money, changes to the scope and timing of work and removing around 1,000 jobs that were duplicated, following the transfer to LU
Good progress towards delivery of the Victoria line upgrade, with the first new train now running during passenger service
Engagement with Tube Lines over the cost of second period PPP works continues, as we seek a realistic and affordable price for the full scope of improvement works as set out by LU in its Restated Terms

KHOODEELAAR! Reminding Boris Johnson of the 100s of individual items of advice we have given him in the past 24 months: Quit faking, quit touting...

KHOODEELAAR! Told you so! That the Military Industrial Complex, that the Crossrail-imposing BECHTEL has typified in the UK in the job it has done of stooging the UK Houses of parliament out of their depths and their roles, is not intended to serve the people of London.

Nor indeed the people of ordinary USA either. That Boris Johnson is now, at last, caught out as having peddled the BECHTEL-scam Crossrail far too eagerly, is not an incidental matter at all.

Boris Johnson has to come of the intellectual inertia and grasp the truth and disown his touting role NOW. Start funding and SORTING the EXISTING London transport network, Boris. Quit being a tout for Corporate louts! Especially when EVEN Chris Grayling – who had been failing the people as he touted for CRASSrail from the Tory Front BEND! – is now waking up and uttering against crime and touting in inner cities England…..

It is time that ALL manner of touting is exposed and condemned. And disowned…Start with scrapping the touting for BECHTEL-Crossrail

0418 [0358] Hrs GMT London Monday 24 August 2009:

The dishonestly-‘edited’ ‘local’ paper the ‘East London Advertiser’ has been failing to apologise to the community in general and to KHOODEELAAR! in particular for publishing lying spin for the Tower Hamlets Council corrupt clique that has been backing the CRASSrail hole scam and agenda…

The ‘ELA’ which the KHOODEELAAR! Movement has been describing as the ‘East London IDIOTISER’ following its dissection by CBRUK in the 1990s, has failed to recognise, let alone publish the truth of the campaign against the CrossRail hole scam-inviting clique on Tower Hamlets Council. There was an exception. The exception was in addition to the two items the IDIOTISER published on 21 October 2004 and 28 October 2004.

Those two items were in the Idiotiser’s editions on the day before the first ever KHOODEELAAR! street action against the Crossrail hole scam-inviting Tower Hamlets CORRUPT Council ‘leadership’. The ‘historic’ occasion apart from those two pieces [21 and 28 October 2004] was in January 2006. The item is from the print edition of the ‘ELA’ dated 5 January 2006. We do this for evidential purposes and for references in the future. Those references may well include long overdue but pragmatically postponed legal action against the IDIOTISER. [To be continued]

University of York celebrates new rail link
August 19th, 2009
The University of York today announced a major new collaboration with Crossrail Ltd, to support a new course in Computer Science.
Through a new agreement, Crossrail, the company delivering the new railway for London and the South-East -- Europe's largest civil engineering project -- will provide annual sponsorship of £60,000 for the Master of Engineering course in Embedded Systems.
The four-year course offered by the University's Department of Computer Science aims to give students practical experience of hardware and software development and working with a major industrial collaborator.
Crossrail will be involved in the design of the course prospectus and will also provide guest lectures, as well as an annual prize of £250 for the outstanding student. Students on the course will be able to visit Crossrail's premises in London and may also be offered one-year internships on the project.
An embedded systems laboratory in the new Computer Science building currently under construction on the University's Heslington East campus expansion will be named 'the Crossrail Laboratory'.
The agreement will see the establishment of an annual Crossrail public lecture which will feature speakers from the rail sector. The Department will also explore the potential for research projects and workshops with Crossrail.
The Head of Computer Science at York, Professor John McDermid, said: "This is an exciting partnership with a company behind the transformation of transport infrastructure in one of the world's great cities. Crossrail's involvement will result in students with first-hand experience of working with embedded systems, and the technical and personal skills to be of immediate and long-term benefit to industry."
Crossrail's Talent and Resources Director, Valerie Todd , said: "Crossrail is a project of national significance and has always valued investment in training future talent. The Master of Engineering course will help foster such talent by providing a high-quality learning environment creating a large bank of skilled engineers who will be an asset to the industry."

Crossrail v the Tube
Projects at war
May 21st 2009
From The Economist print edition

A long-postponed new railway threatens London’s Underground

CROSSRAIL, a planned cross-London train service that would link Maidenhead in the west with Shenfield in the north-east, relieving the city’s crammed underground-railway lines, is a standing joke. First mooted in 1974, it has become, like New York’s long delayed Second Avenue subway, a byword for false dawns, postponed promises and governmental vacillation.

The joke may finally be over. On May 15th Gordon Brown joined Boris Johnson, London’s mayor, to mark the beginning of construction on a £500m station beneath the Isle of Dogs, near one of London’s two financial districts. “Many people said it would never be built,” crowed the prime minister. “But today we are celebrating a defining moment for London, as Crossrail’s construction gets under way.” The £15.9 billion project, supposedly the biggest in Europe, is scheduled to be up and running by 2017.

Its birth has been difficult, as well as delayed. The funding package is tortuous. Transport for London (TfL), the capital’s devolved transport operator, and the Greater London Authority are contributing £7.7 billion in total, including £3.5 billion from a special surtax on London businesses. Around £5.6 billion will come from the central-government Department for Transport, and a few hundred million is expected from each of the Corporation of London (the City’s local government), Canary Wharf (a big property developer) and BAA (which runs the capital’s airports). Network Rail, in charge of Britain’s rail infrastructure, will top it all off with £2.3 billion.

Despite Mr Brown’s assurances, the funding for Crossrail is not yet guaranteed. The business levy relies on legislation currently passing through Parliament. Worried about a legal challenge to his plans, Mr Johnson has asked ministers for specific assurances that he can proceed with the tax without polling the firms concerned. And on May 20th he said he was considering asking the central government to make firms outside London contribute too, a move that is unlikely to be popular.

Such wrinkles will doubtless be ironed out. But Tony Travers, a Crossrail-watcher at the London School of Economics, worries that if the project does go ahead, it could be at the expense of London’s other big transport undertaking, the 30-year public-private partnership (PPP) to upgrade the city’s clanking Underground. It is already in trouble: Metronet, the firm responsible for two-thirds of the job, went bust last year. Its work was taken over by TfL, at a cost that is still unknown. And in September the contract regulator estimated that the price of the work due to be carried out between 2010 and 2017 by Tube Lines, the remaining contractor, was £1.4 billion more than TfL had thought.

These budget worries are causing headaches. A Whitehall bail-out of TfL looks unlikely in these straitened times (and in any case, the Treasury has already had to pay £1.7 billion to the creditors of Metronet, 95% of whose debt the government guaranteed). Crossrail cash could probably be diverted to prop up the Tube instead. Mr Johnson has insisted that Crossrail and the PPP are “co-equal” priorities, but Tim O’Toole, London Underground’s influential (and recently departed) boss, is thought to have argued forcefully that the Tube should take priority.

So which project will suffer? Either, or both. The recession has halted the growth of passenger numbers on the Tube. This reduces the urgency to build Crossrail (and further weakens TfL financially, since planned increases in fare revenues will not happen). On the other hand, cutting back or delaying Crossrail yet again would be acutely embarrassing, and its delicate financial arrangements would probably not survive a call for more cash later. Paring down the PPP contracts and hoping that Tube passengers don’t notice the absence of improvements they never enjoyed could prove more attractive.

KHOODEELAAR! evidentially citing an external comment against Crossrail: Simon Jenkins telling Boris Johnson to scrap Crossrail

Crossrail will eat money. Kill it, Boris, and save the bankrupt Tube instead
Simon Jenkins
28.04.09

Kill Crossrail. Kill it now. Offer it up as London's gift to public sector sanity, while there is still time to avoid millions of pounds climbing into billions on a project that London does not need. What London needs is a fully working, modernised Tube. So kill Crossrail to save the Tube.

Crossrail, with a completely new rail tunnel from Paddington to Liverpool Street, has few friends. It has been stopped and restarted too many times to count over the past quarter-century. When Gordon Brown said in 2007 that "it will definitely proceed", sceptics sensed the cold hand of death grip its throat.

When Whitehall set out a tripartite funding package for the line in 2008, the caveats and qualifications grew in number. In an interview in February the transport minister, Lord Adonis, warned the world that, if Londoners do not raise their two-thirds share, "the Mayor understands that Crossrail will collapse ... ".

Mention Crossrail to Boris Johnson and his normally open, cheerful visage changes to that of a parent just told his kids are on drugs. He starts to shake. When reminded that he once said Crossrail was "one of those times you have to say, get in that hole and keep digging" the look becomes a rictus.

At a farewell dinner at City Hall earlier this month, the outgoing head of Transport for London, Tim O'Toole, hinted at his known private view that Crossrail is capital madness. He pleaded with his colleagues to fight instead for the existing Tube, now teetering on the brink of insolvency. TfL executives know that continuing with Crossrail will eat money and distract management for a decade.

It would yield nothing but bad news stories, while severely disrupting traffic in central London just when it will be recovering from the water mains chaos. Test drilling is already upheaving St Giles.

Crossrail is no longer a railway that makes sense. Back in the Eighties it was way behind the Jubilee line and the then (and now) top priority, a new northeast/southwest line from Hackney to Chelsea and beyond. Lines were needed to fill the Tube-less no-man's-lands of Greenwich and Chelsea/Fulham.

It took Margaret Thatcher to force through the Jubilee line to help the Reichman brothers build Canary Wharf. Chelsea/Hackney has no such power backers.

This project's only real friends have been in the City, eager to fend off the "threat" from Docklands and garner the bulk of the 900,000 extra office jobs predicted for London a decade ago. Nobody expects that need now. The Central line's parallel capacity can easily be increased by station improvements and better management.

Crossrail's backers have duly fallen back on that catch-all for any extravagant project, "urban regeneration". But that involves taking the line far out to the east, at further cost. For all the efforts of consultants to prove otherwise, this line is neither profitable nor a priority for economic renewal.

Boris Johnson now has a golden chance. He knows the capital must tighten its belt somehow - especially after he failed to curb the gargantuan appetite of the Olympics (costing more than half the £16billion total for Crossrail).

Johnson has already had to end his predecessor's costly fantasies, the Thames Gateway bridge, the Cross-river tram and the Dagenham light railway extension.

The Government has offered £5.6billion to the Crossrail budget. The rest must come from a raised London business rate (£3.5billion), borrowing against so-called train access charges (£2.3billion) and £2.7billion from TfL, this time borrowing against future fares.

Given the recent history of Tube finances, these figures are wholly unreal. TfL is close to technical bankruptcy. Borrowing against future revenue is mad, especially when it has already been assigned to meet Crossrail's running costs. Has London learned nothing about dodgy accounting from the past five years of such projects?

Meanwhile the City Corporation is offering a meagre £200million, on top of which is budgeted £150million from City businesses and, once upon a time, £230million from the airports authority, BAA. Lord Adonis claims this amounts to a further £750million, which is inconceivable. The truth is that Crossrail is another financial pig in a poke.

The Government has already poured £2billion in extra guilt money into the Tube to finance its public-private partnership (PPP), the sunk cost of this now largely aborted scheme. No minister or official has ever taken responsibility for it - indeed the official, Shriti Vadera, has been rewarded with both a peerage and a ministry.

In addition, the Government has pledged a huge £39billion to TfL over the next decade, a sum higher than anything conceived during nationalisation. This, it says, will have to embrace the completion of the PPP scheme and Crossrail. But the latter is not formally ring-fenced.

This is the Mayor's great opportunity. He has a £1.4billion hole in his transport budget already and must somehow fund £3billion of debt left over from the Treasury's collapsed Metronet infrastructure company.

Adonis said last November that there was no way he would plug this hole, despite it being one of the Government's own creation. He could hardly have given a more direct indication of his willingness to see Crossrail crash.

Johnson could now argue that the £5.6billion for Crossrail be switched to other Tube projects, such as resignalling the Bakerloo and Piccadilly lines and replacing Metropolitan line stock, projects that may anyway have to be postponed to meet the cost of Crossrail. Cancelling the latter would relieve the Tube budget of a tidal wave of uncertain costs now advancing down the track.

This would enable Johnson to declare himself the saviour of London's Underground railway, after a decade of mismanagement and financial chaos.

By liberating himself from Crossrail and demanding that London be allowed to keep its transport grant, he could begin to reconstruct TfL's finances and meet its voracious appetite for new signals, stations and rolling stock. He could declare a clean slate.

Johnson need not fear the Government on this: if ministers wanted Crossrail they would have paid for it. He need not fear the City.

He can use the recession as an excuse to put this white elephant to sleep while garnering the popularity of restoring London's transport system to sanity. But first he must kill Crossrail.

KHOODEELAAR! Tells Alistair Darling to scrap Crossrail and avoid adding to UNNECESSARY debts

2000 [1930] Hrs GMT
London
Tuesday 18 August 2009:

KHOODEELAAR! TOLD YOU SO!

That the economics of the matter show that there is no point in wasting £Billions of public money, DEBTS, for the London CrossRail. That there is no proof anywhere, incodu9ing in the promotional pieces cobbled together at the behest of Big Business by the mainstream media that Crossrail is an economic benefit for the UK economy.

Had Crossrail scam been one sure answer to the economic crisis that is refusing to go away then the peddlers of Crossrail would have been the first to claim the credit and point to Crossrail as being the answer to the crisis.

They are not doing so.

Why?
Because they cannot flog that lie.

Just as they cannot flog the previous lies. Lies about Crossrail being so vital that without it, London - by which they mean the trade in sleazy money ‘specialised in by the City of London’ and its ‘rival centres’ – would lose its allegedly competitive edge. This is a lie because it hides all the economic realities of the time. And it perpetrates the historic lie about the UK economy and what it is made of. In large parts, the UK economy is an imitation economy, an artificial one that is kept up by daily application of fakery by the key controllers of the GROSS economic image. The reason why there is talk today [Tuesday 18 August 2009] that the actual number of people who are out of paid work in the UK is more like 6 million, as opposed to the officially admitted under 3 million, is because even the real fakers and liars who claim to be doing it patriotically, can no longer cover up the truth…

The man, Alistair darling, who as Crossrail scam-flogger in the UK Parliament of Stooges, ‘certified’; that the ‘Crossrail; Bill’ he was introducing into it [Hosue of Commons] on 22 February 2005 was compatible with the UK’s treaty obligations udder the ERCHR, was unable today [18 August 2009] to show any links between that scam and the real economic needs in the UK.

Source after source, title after plastic title, is admitting the truth, the UK economy is [in capitalistic terms], sunk in the mire and that it is lagging behind its real competitors: the UK people. The UK public, ordinary public, deserve the occupants on the offices of power that they deliver.

The first item of delivery that is long overdue is the truth about the overall economic. The data, the info, the evidence is possessed by the Government. Centrally.

And regionally. And locally. That date, that evidence must be pub shed. So that the UK public know what is causing the hardship.

What is causing the joblessness? But the truth is too hot for the Govt. to handle.

So they staged a series of interviews with Alistair Darling who as UK finance minister delivered a number of inanities, as can be reliably expected from him based on his track record.

That track record we refer to is the one full of utterances that have no relationship with the truth of what constitutes the UK economy.

Let alone the truth about the real dynamics at the centre of the sluggish, backward movement in the economy. And in the context of our updater diagnosis of today’s evidence as typified by the ‘mainstream news’ [quoted from the search engine Google, below] we can ASSERT that neither Alistair Darling nor any of the subsidiary peddlers of CRASSrail have shown any justification for continuing to indulge in the wasteful, debts-creating CRASSrail scam during today.

What is worse, there has been no evidence of any recognition by the ‘decision makers’ ‘policymakers’ and ‘legislators’ [all these categories are being mocked here by their citation within questioning marks] of the truth of causal factors like the reality of schools, the correlations between those and the role played by the buffer outfits, the degeneration scams across the deprived, "joblessness-prone" areas such as Tower Hamlets, Hackney, Southwark, Newham [to name just four London boroughs] ……

KHOODEELAAR! said in 2004 and has been saying it now for almost 6 years since we began the campaign against Big Business CRASSrail scam that it was a looters’ scam, devised to loot the UK public under a cover that was being contrived… In that time. ALL our predictions have come true.

Why? Because only relied on hard evidence. We defied the spin. And we rebutted the liars and the lies.

We shall continue to do so.

And again, we tell Alistair Darling that if he has the intellectual balls that he is sometimes alleged to have by his spin meisters then he should put it out and show what the evidence is that CrossRail is at all any use for anything. Given that the EXISTING London transport network is dilapidated, off putting and worse…

The reason why there is talk today [Tuesday 18 August 2009] that the actual number of people who are out of paid work in the UK is more like 6 million, as opposed to the officially admitted under 3 million, is because even the real fakers and liars who claim to be doing it patriotically, can no longer cover up the truth…The man, Alistair darling, who as Crossrail scam-flogger in the UK Parliament of Stooges, ‘certified’; that the ‘Crossrail; Bill’ he was introducing into it [Hosue of Commons] on 22 February 2005 was compatible with the UK’s treaty obligations udder the ERCHR, was unable today [18 August 2009] to show any links between that scam and the real economic needs in the UK. What is worse, there has been no evidence of any recognition by the ‘decision makers’ ‘policymakers’ and ‘legislators’ [all these categories are being mocked here by their citation within questioning marks] of the truth of causal factors like the reality of schools, the correlations between those and the role played by the buffer outfits, the degeneration scams across the deprived, "joblessness-prone" areas such as Tower Hamlets, Hackney, Southwark, Newham [to name just four London boroughs] …… KHOODEELAAR! said in 2004 and has been saying it now for almost 6 years since we began the campaign against Big Business CRASSrail scam that it was a looters’ scam, devised to loot the UK public under a cover that was being contrived… In that time. Given that the EXISTING London transport network is dilapidated, off putting and worse… [To be continued]

MINISTERS are under pressure to finally give Yorkshire a fair deal on transport after a committee of MPs backed claims the region is getting a raw deal.
The MPs' verdict that there is "no case" for the widening gap in funding between London and the English regions undermines the Government's refusal to listen to pleas for more cash.

Businesses have welcomed the findings of the Transport Select Committee and have now called for a full Commons inquiry into the impact of the funding gap.

Yorkshire and Humber Chambers of Commerce president Richard Wightman said: "The Government has already dropped their commitment to motorway widening in our region; the plans for improving the East Coast main line are inadequate; key projects have been in the drawing board for far too long; and Yorkshire is behind in the race for high-speed rail.

"We don't begrudge London getting the funding it needs for transport schemes. The issue is that Yorkshire and Humber needs a fair deal as well, and this is a key test of the Government's stated commitment to growing the economies of the North."

The Yorkshire Post's Road to Ruin campaign – backed by businesses, MPs and commuters – has called for a better deal for the region, which is near the bottom of the pile when it comes to funding for transport infrastructure.

According to analysis of Treasury figures, transport spending in Yorkshire and Humber fell by 11 per cent in 2007-08, compared to an increase across England of two per cent. Spending per head on transport in the region dropped from £238 in 2006-07 to £213 in 2007-08, while in London it rose from £642 to £783.

Campaigners are frustrated at seeing billions poured into schemes in the capital, such as Crossrail, while projects in this region are cut, leaving commuters to face clogged up roads and overcrowded trains.

Although they understand London will always attract higher spending, they are angry that the gap has widened. MPs have repeatedly raised concerns with ministers, and businesses have also been lobbying for a fairer deal, but to no avail. However, now the Labour-led committee has backed their fight.

"Whilst it is clear that the capital city will continue to enjoy the highest levels of transport investment, the case for investment in other regions is also important," said the committee. "We have heard no case put forward by the Government as to why the gap between investment in London and the English regions is increasing.

"The Government should attempt to reduce rather than increase this disparity."

Mr Wightman has now written to committee chairman Louise Ellman calling for a wider inquiry into the impact of the funding gap.

He acknowledged that a strong London was good for business in the region but said: "A fairer share across the regions would help to rebalance the UK economy and help regions such as Yorkshire and Humber become more economically independent.

"Yorkshire and Humber gets a particularly poor deal from the Treasury. We believe this holds back important transport projects which our region needs such as Leeds super-tram or its alternative scheme; the link road to the new Robin Hood Doncaster Sheffield Airport; and the improvements to the A63 Castle Street to the port of Hull and A160 to Immingham."
